Red Seal Program

The Red Seal Program is Canada's national standard for skilled trades. For Pakistani electricians, welders, plumbers, and other tradespeople, it's the most recognized pathway to working — and ultimately settling — in Canada through your craft rather than your degree.

Overview

What this visa is — and who it's for.

Red Seal is administered by the Canadian Council of Directors of Apprenticeship in partnership with provincial and territorial authorities. Trades with Red Seal endorsement are interprovincially recognized — your credential travels with you across Canada without needing re-licensing.

For internationally-trained tradespeople, the route runs through provincial trade authorities: they assess your foreign credentials, may require gap training or supervised hours, and then permit you to challenge the Inter-Provincial Standards Examination (the "Red Seal exam"). We help map this from outside Canada — including which provinces are most receptive to your specific trade and experience profile.

Essential documents

  • Trade certifications from Pakistan (with translations where required)
  • Detailed employment letters showing hours, scope, and supervised work
  • Apprenticeship records or equivalent training documentation
  • Academic transcripts (where relevant to the trade)
  • English language test (IELTS / CELPIP) at the level required by the provincial authority
  • Valid Pakistani passport
  • Proof of funds for assessment, gap training, and exam fees
  • Reference letters from supervisors / employers

Eligibility criteria

  • Recognized trade in Canada with Red Seal endorsement (50+ trades)
  • Documentable work experience in the trade (hours and scope verifiable)
  • Provincial trade-authority approval to challenge the exam
  • Language ability sufficient for trade examinations and workplace safety
  • Often, in-Canada work / training hours required before exam eligibility
  • No immigration inadmissibility issues

Process

The application, step by step.

  1. 1

    Trade & province selection

    1–2 weeks

    Confirm your trade is Red Seal-endorsed and identify the province best aligned to your experience profile and labour-market demand.

  2. 2

    Foreign credential assessment

    8–16 weeks

    Submit your Pakistani trade documents to the provincial trade authority for assessment of equivalency and gap analysis.

  3. 3

    Work permit or PR pathway entry

    Variable

    Most candidates first need a Canadian work permit (often employer-sponsored). We coordinate the work-permit route in parallel with the trade-recognition track.

    Gap training / supervised hours

    Variable

    If the assessment identifies gaps, complete the required training or supervised work hours in Canada.

  5. 5

    Inter-Provincial Standards Examination

    Same day

    Challenge the Red Seal exam through the provincial trade authority once eligibility is confirmed.

  6. 6

    Red Seal endorsement & PR

    1–2 years total

    With Red Seal in hand, federal Express Entry programs and provincial nominee streams (especially the Federal Skilled Trades Program) become realistic PR pathways.

Processing time

Red Seal is a multi-stage program; total timelines vary widely by trade, province, and whether prior Canadian work experience exists. End-to-end, it commonly takes 1–2 years from first assessment to Red Seal endorsement.

Fees

Provincial assessment fees, exam fees, work-permit application fees, and any required training costs are paid to the relevant authorities. Our consultancy engagement fee is disclosed during the eligibility assessment, scoped to the trade and province.
